Last minute cancellations

How would you suggest handling a client who either changes their order for a real estate video last minute, or cancels the shoot altogether?

We have a 48hr. cancellation policy that requires a payment of 2/3 the project total, but we are sensing that real estate agents operate on a totally different planet, er, time frame, and require more flexibility.
